Design and Instructional Use of a Multi-Terminal Virtual Reality Platform for Civic Education

Abstract

Access to historical sites, staffing, and equipment can constrain practical civic education. This design paper describes a multi-terminal virtual reality (VR) platform for presenting reconstructed historical settings in a guided lesson. The design brings together source collection, terrain and character modeling, Unreal Engine 4 scene visualization, cloud-managed resources, headset exploration, shared-screen presentation, mobile access, navigation, narration, and formative questions. A classroom scenario shows how teachers could relate scene exploration to documentary evidence and discussion. The paper distinguishes design features from demonstrated learning outcomes and proposes a verification framework for historical fidelity, system performance, usability, accessibility, and educational evaluation. Its contribution is a documented architecture and an instructional workflow for adapting immersive content to different classroom conditions. Performance and learning effects have not been measured in the materials available for this report; controlled evaluation remains necessary.
