This paper first examines the characteristics of social networks and the threats associated with privacy protection. Accordingly, the use of new communication technologies to construct a multifunctional heterogeneous network represents a potential means of addressing these challenges. This paper also investigates long-video description technology. First, considering the current lack of a dataset that satisfies the requirements of long-video description tasks, this paper designs and implements a complete set of processing methods for constructing a long-video description dataset according to the requirements of real-world scenarios. Chinese and English long-video description datasets are subsequently constructed using this method. In addressing the difficulties encountered during this process, it is necessary to recognize the value of rural culture and respond to people’s needs, particularly their growing cultural needs. Attention should be given to practical implementation, local realities, and the appropriate direction of development. It is also necessary to overcome existing difficulties, stimulate cultural vitality, and provide a sustainable source of support for rural revitalization. The experimental results demonstrate that the optimized differential privacy algorithm contributes to privacy protection, supports the effective implementation of the proposed strategy, and facilitates the achievement of rural cultural development objectives.
